#2 (House Committees) -- down in the valley -- damaging the enemy via sorties -- led by outstanding officers -- but its position is vulnerable.


Frame #2: Enemy forces are building strength. Plan Ahead for Enemy Action

#1 (Senate Committees) -- Build up defenses, upgrade armament, and plan to add reinforcing troops.

#2 (House Committees) -- Pull the patrols back inside the perimeter, and plan to abandon position & retreat to #1 if overrun is likely..

Frame #3 (Election): Enemy forces overrun Base #2

#1 (Senate Committees) -- Pull all personnel back to the secure #1 position -- and add strength. (Q#2493: "53-47")

#2 (House Committees) -- Abandon position & Retreat to #1 when overrun is imminent.. (Let the enemy take the "bait"...) (Q #2446: "These people are stupid."


Frame #4 (Post-election): Enemy forces have overrun Base #2. You have made base #1 (Senate) impregnable!

#1 (Senate Committees) -- Use superior position and strength (majority) to continue attack -- more powerfully. Promote one #2 base Colonel to (Attorney) General. Use [DECLAS] & Indictments as "plunging fire" to destroy the enemy.

#2 (House Committees) -- (The enemy took the"bait"...) Abandoned position turned into a "killing field"...
